Very sensible idea , millions of taxpayers without gp services will soon force the govt to stop cutting nhs spending(set to fall from 7.7% of GDP to 6.6%).
Once GP leaders suggest maybe a million unregistered will rush to do so and GP revenues will rise.
Why not restore funding to the 9% of GDP that the Tories inherited or better still 11% EU average from the current 8% ?
The benefits . Millions operated on and back in work will far outweigh the cost.

GP funding has been cut even more. Restore funding to 9% or even better the EU average of 11% and the problems will disappear
He needs to increase the global sum per patient payment. Only then will GPs be able to afford to take on new partners
Last four quarters of Labour growth totalled 2.8% ie the economy was booming in 2010 (just google it). Next four quarters of Tory rule it fell to 0.8% as cruel austerity was imposed and growth collapses.
The answer is more investment in primary care.
90% of patients are seen in GP. So if you could funds by 30% for primary care , as has happened over the last ten years and double the number of consultations from three to six a year , then don't be surprise that vacancies become impossible to fill , waiting time for appointments get so long that more and more turn to A and E.
£72 for six consultations, or £12 for each of which £4 goes to staff, £4 on overheads , £4 to the GP of which he pays £2 in tax.
At £3 a consultation take home , is there any wonder no one wants to become a GP partner now ?
What a load of nonsense is being written about govt debt!
It is not the same as household debt. It is just money borrowed from rich Brits at low rates and even then the interest is taxed , to build infrastructure and make the economy grow.
The rich benefit from the roads etc and get their money back , win win for everyone. In 1945 when the country was broke , Labour borrowed massively to start the welfare state and we have all become a lot richer as a result.
It will do the same in six months ,health spending will rise , people will get healed and get back to work.
You still have to do Qof work even if you don't tick it , eg get bp, cholesterol etc under control , and document it , except that now you won't get paid for it and have to take on extra commitments to earn that money back.
Insist that the take home pay for each consultation, after taxes , go back up to £8 from the current £4
The problem is the fall in take home pay from £8 a consultation to £4 now which makes recruiting impossible.
£73 for six a year ie £12 for each and £6 to the gp and £4 after tax and ni.
The govt must restore funding levels and take home pay to 2010 in real terms
It is not fair that the working taxpayers who fund the service should not be able to see their GP.
Let us all offer a late night Monday 7.30pm closing in return for finishing at 5pm on t w f and half day Thu.
Weekend or 8pm working in dark winter nights esp in inner city should a red line in the sand.
