Professor Helen Lester is professor of primary care at the University of Manchester and has been involved in the development of QOF since 2005.
She is academic clinical lead for the external group contracted by NICE to develop QOF indicators, having campaigned for them to be piloted before implementation. She still works one day a week as a GP in Birmingham.
