Are PCTs able to pay widely differing rates for OOH shifts?

Our PCT is paying different rates of pay for GP's overnight OOH sessions, depending on where the session is worked. The director says they can pay whatever they like. A bank holiday shift can result in a £200 disparity. The shifts previously used to attract the same rate. Can this be correct?
