Are the powers that be scared to consult us?

GPs seem to be frozen out of a lot of major consultations and planning processes these days. ('GPs frozen out of Darzi plan rollout').

Here are a few questions raised by this:

1. Do the powers that be have an agenda (or am I paranoid?)

2. Do they have no clue what we do, how much money we save or how useful we can be?

3. Do they have an inferiority complex hidden away somewhere, which leaves them slightly scared of those paternalistic GPs and wanting to show them who's boss?

4. Are they just rubbish at negotiation?
