Can our PCT stop us becoming a limited liability partnership?

We are considering becoming a limited liability partnership, but our Practice Manager had thought our PCT would not allow us to do this as during the preparation of our practice leaflet the PCT stipulated that we must mention that we did not have limited liability... are the PCT allowed to stop us becoming an LLP?
