Can we open a second pharmacy at our large practice?

I work in a large practice, >22000 pts. There is a pharmacy on the site which rents space from us. We would like a second pharmacy to open on the site to generate more rental income. However the rental agreement with the pharmacy states that no other "retail pharmacy" can open on the estate. If we were to rent to a NHS only pharmacy, i.e. one with no retail business, would this be allowed as I believe NHS dispensing is not classed as retail.
