Can we take an unfair competition case against local APMS practices?

Unfair competition from APMS practices - The money available for APMS practices in Hounslow works out at £166.67/patient.year. That's a lot more than GMS contractors can hope to get for competing to register the same pool of patients, even after allowing for premises costs and the costs of longer opening hours for a walk-in centre. That walk-in centre may take the opportunity of re-registering casual attendees with the APMS practice. This all amounts to unfair competition. What legal means are there to challenge this? Queens Bench Division? Procurement Law in the European Court? Is the problem worth pursuing?
