    As with QOF and the National Patient Survey, it will show that GP practices in deprived areas are 'obviously badly managed', simply because Tudor Hart was right and those who need most ask least. What will be the upshot? Practices with access to plenty of local services will be given the money to develop more, and practices without will be performance managed out of the services they do provide for their disgruntled and disaffected populations. Oh joy.

    There doesn't seem to be a category for practices that are rated above average and are maintaining that performance - there's only 'still improving' and 'going downhill'. Is the implication therefore that if you are not improving you are automatically getting worse...? As previously posted - 'Oh joy'.
