Flu vaccine confusion

In light of the current claims that GP are inappropriately vaccinating low-risk individuals against flu, I wonder if anyone can clarify the position on asthmatics.

QOF recommends all over-16s with asthma who have had any inhaler prescribed in the last 12 months receive flu vaccine; this means seasonal hay fever-related asthmatics fall on the QOF target list for flu vaccination. But the CMO's guidance suggests only vaccinating asthmatics on regular steroid inhalers.

I have written to the CMO on this but received no answer.
