Global sum should be calculated on commercial reality

The Carr-Hill formula is clearly a needs-based formula worked out using social statistics. It has not been modelled using practice-based data, so no wonder it has resulted in 'the global sum chaos'. I believe any proposed formula should be based on the commercial reality affecting every practice in the country.

Every practice should not only be viable but also profitable in order to provide a decent income for all its doctors and associated staff, whether the provider is the practice, the PCT or a private organisation.
