Inquiry condemns award of OOH contract to private firm

Cardiff local health board 'fell short of basic standards of

commercial prudence' in the way it awarded an out-of-hours contract to an untried pri-

vate provider, a report has

concluded.

The report from the National Assembly for Wales Audit Committee found the board failed to carry out proper background checks on Clinical Solutions UK, including whether it was financially sound.

It also did not put in place a documented risk management or contingency plan.

Clinical Solutions UK was awarded the three-year £1.9

million contract in April

2004.

It started providing services in October 2004, but sold the contract on to another company, Serco, just five months later.

The Audit Committee also criticised a £59,000 handout given to Clinical Solutions UK shortly after it took over the

service.
