Is stress really the point of spot checks?

It's interesting that Baroness Young thinks her arrival caused a hospital chief executive to have the worst day of his life ('GPs face surprise CQC spot checks').

This should surely be neither the intention nor the unintentional result.

I wonder if anything was found during the inspection to justify causing such distress and hope that the chief executive didn't have to drop something important to deal with the unexpected demands of the visit.
