CCG pays all board members same rate

10 Jan 2012
A first wave pathfinder CCG has taken the radical step of paying all its elected board members, the same hourly rate for attending meetings.

This a sound and rational approach for paying board members. However, there are many PCTs who continue to practice discriminatory and unequal payment system without taking into consideration the qualifications and extensive experience of non-GP CCG leads. It is about time the remuneration committees established by PCTs to approve rates of pay for Boardmembers update their thinking and assessment criteria.

This is not new. We implemented standard reimbursement rates for PEC Members when I was PEC Chair.

Each member has same responsibility and role, whilst bringing varied experience.

How could you defend unequal pay rates?

Nothing new here. Our PEC in Wandsworth established the equity principle in 2002 when it was establish. As the publicly-recruited Lay Member for 9 years I received the same remuneration (as a PAYE taxable but non-pensionable allowance) as clinical PEC colleagues. I would be amazed if CCG "boards" were able to get away with discriminatory rewards for their members, including of course the two lay members that they must recruit to take the leads, respectively, on governance and involvement.

In my humble opinion, and thankfully this is shared in some enlightened quarters, this is the ONLY way to engage every member of the constituent practice workforce and attract the best talent to the commissioning table. Unified pay rates are only radical when viewed from a GP viewpoint. To everyone else it is common sense.

CCG leaders take note, this is your responsibility to get right from the start. Which individuals you include and how you establish your rewards and incentives will create the very heart of the new culture of your new organisations. Get this wrong at your peril!
