New clinical elite needed for PCTs

Each new PCT should have a powerful GP clinical leader with equivalent status to the trust's chief executive, a new report urges.

The NHS Alliance report said a cadre of elite managerial clinicians should form the upper of two tiers of clinical leadership in PCTs.

The second tier would be formed from locality practice-based commissioning fora.

Author Dr Peter Reader, a GP in north London, said professional executive committees were not fit for their future purpose. With the reduction in PCT numbers, as many as 2,000 PEC members could be discarded.

Dr Reader said: 'Our worry is that, at the moment, there is a big silence on this and it is a critical issue. We need government acknowledgement of this and some strong support.'
