Practice-based commissioning is an expedient to cover PCT

Can anyone help me fill a patient's unmet need (PUN) as another appraisal is fast approaching? Is golden eye ointment any good for red eye in a sheep? A patient, a farmer, has a vet who he says 'is bloody rubbish and likely to charge for this type of information'. Do I have a duty of care to visit to make a correct diagnosis? The sheep cannot afford transport. Please help.
