No extra for quality if list grows

Quality framework aspiration payments will not be raised for practices whose list size increases dramatically during the first year of the contract.

The Department of Health said aspiration payments will be set using the most recent available list data, which is likely to be April 1. GPC negotiators said the department decided it was fairer to fix aspiration pay using the most up-to-date information on list sizes rather than make changes during the year.

Dr Laurence Buckman said practices whose list size grew enormously during the year could ask their PCT to take it into account.

He added: 'It's very hard to make that case for the average practice.'
