Only GPC can stop list size problems

Dr Jonathan Munday has got it wrong (Letters, 23 November). While it may be true average list size has increased as a function of an increasing population and a smaller number of practices, what determines QOF payments is the CPI – Contractor Population Index.

The CPI figure is in the Statement of Financial Entitlements and remains at 5,891. The value of CPI can only be changed through negotiation between NHS Employers and the GPC.

However, were the GPC to go, as Dr Munday seems to want, the Government could change the CPI unilaterally because there would be no one there to stop them!
