We do not have to wait for authorisatin to see PCTs being recreated. At least one of our local consortia has all the same old faces in its mutiple layer bureacracy. i used to receive all their paperwork and invites etc and just shuddered same box ticking for hte sake of box ticking mentality and patients a very secondary or less consideration! - thankfully we withstood being pressured into moving to it.
