Does this really evidence statistically valid change, or does it only show that staff got better at working the survey system, and small statistical changes show vague improvement?

Sounds more like a tool to drive down the cost of QOF for the DH than a real way to improve patient care. Why not spend this money on paying for more staff in the NHS, and see if that makes a marked difference in outcomes?
