Government U-turn on charging migrants for GP appointments

May I ask how the government expects me to sort out and charge migrant patients if they change their mind again? We do 100% doctor triage (Patient Access) - should we only talk to migrants if they ring us on an 090 number? Or only charge if we see them for a face to face consultation? The logistics of taking a credit card number before a consultation are really worrying - and issuing the refunds to those actually entitled.... And happy new year to bureaucrats everywhere....
