Government U-turn on charging migrants for GP appointments

Have seen a illegal migrant who had maternity care in UK but she is not able to pay and the hospital has made no 'legal' effort to collect the cost. Anyway the cost is not 'recoverable' All her and child care and HIV costs are free in the community. there is no doubt GP access for existing registered patients will be tested in certain localities. Does the CCG and the government appreciated the added GP workload. Is this GP/Admin workload factored in? it is likely many would end in a/e, wic, ooh, etc if no appointments available in general practice. And how are you going to price this and the cost and effort of recovering it when this population is very mobile and would disappear.
