Government U-turn on charging migrants for GP appointments

How will the additional workload for GP practices be funded - and monitored? Will there be a checklist for *every* new patient presenting without a previous NHS number (and if so, how long before those without a number use the alogrithm to generate NHS numbers satisfying to computers?) - even for Scots, Irish citizens and those from countries with bilateral agreements? It sounds to me as though practices putting patients first might decide that the costs - to the practice and its patients - might outweigh any benefits to others, whether the political capital of politicians, the rest of the NHS (assuming the NHS was allowed to retain any "savings" in this case) or the Treasury: I just cannot see any benefits to the practice and the patients it is trying to serve. What am I missing here?
