GPs held responsible for patient complaints over NHS data-sharing project, says ICO

What!! I think this is a case of the data regulations not fitting the scenario. Surely the ICO can use 30 seconds of their cognitive abilities to apply some logic to this and then advise that "As the government is forcing GPs to release patient data it is the government that will deal with patient complaints." Or perhaps we could change the how legal and justice system to ensure that when someone has some property stolen it is the owner, and not the thief, that is put before the courts and fined or jailed.
