One-third of practice boundary pilot surgeries failed to register a single patient

Never any reports on how these practises advertised their pilots. Was there a letter drop to all patients in the country stating that it was there right to register elsewhere? If patients don't know the service is available, how can "patient demand" be accurately assessed? Anyone would think that GPs would prefer not to inform the patients that they can have a choice of provider. I wonder why?
