GPs' responsibilities amount to 'good customer service', says information commissioner

Surely the body responsible for ensuring the patient is informed is the body that has made it legally compulsory for GPs to divulge the data? GPs have no say. Would it be cynical to think that the information commissioner finds it easier to pass the work and costs on to GPs instead of on to the body that appointed him? He is not independent in this matter. The IC is appointed by the Queen but it is done on the advice of the prime minister. Why bite the hand that feeds you eh?
