GP out-of-hours services could involve 'telebooths'

Teleboots? What on earth are they? Do I assume that they are booths with a telephone in them which you can use to phone and speak to a doctor? If so, they are proposing to remove the free access of everyone with a phone ( the majority of the population in their own homes) and replace it with access limited to a small number of locations. This seems nuts.... Or have I got it wrong?
