They want to have shared records so they can sell them to data mine for private healthcare companies. They will use data for working out how to cherry pick NHS services for easy profits. Accidentally will be sold to health insurance companies to help make more accurate charging structures - (fleece customers of more money). It will also be given or sold to anyone who bribes, sorry donates to a relevant political party or promises a place on a board once sacked as an MP/Health Secretary. This data is incredibly valuable and is not intended for use for patient care - though as a spill over it might even be used for that.
