Austerity and what it means for practices

There is finite funding from the state and almost infinite demand. More money must come from somewhere. Some kind of top up or additional payment is inevitable. Why not incentivise with tax breaks and some kind of social insurance or mutual model as in Europe? We already have a two tier service why not make some private care available and affordable for more and direct state care to those who are in greater need? Such a mixed model is not the much feared and denigrated privatisation, but may help raise awareness of costs, increase personal responsibility, avoid waste and control demand. There should be an apolitical debate and a once in a lifetime opportunity to redesign healthcare for the next 60 years.
