NHS England underspends budget by over half a billion

Come on Mr Stevens, how do you do it? Is it charisma or magic? In 2014 Marlowe Park had the same number of patients around 4000 and total annual payments through Exeter 334k including rent and almost max score of QoF. Today rate per patient is at least 7 pounds per patient more but annual payments for year down to 301k. Pure mastery because you saved at my poor patients' expense but somehow that saving resulted in half a billion loss to NHS. A yacht beside 'Sir BHS' in Monaco with entourage of NHSE bosses, champagne on ice, caviar and topless service? I think we need a change of policy makers and those implementing changes.
