NHS England underspends budget by over half a billion

Ok, that's an underspend..looks like more patients in other deprived areas have been fleeced not just Strood with it's 3-4 times the national average of MH disorders. So it's only half a billion declared savings but why has it wreaked so much havoc - that's peanuts compared to the annual NHS budget so why are the fundaments of primary care in jitters? It is Monaco after all, I suspect. Must say, I love those conspiracy theories especially when only they make sense. Any other plausible explanations anyone?
