'‘Would the patient reasonably be expected to attend a hospital outpatient appointment, with or without transport?’' Being housebound is not a binary state. Some patients can attend a hospital visit if take there with an escort, in a wheelchair in a bus with disabled access. But as there are not statutory requirement for social services or NHS to provide transport to GP surgeries that same bus drives past the GP surgery on the way to the hospital, yet the patient could never safely make it to the hospital themselves alone.
