Mark, do you police that guidance? I.e turn away overstayers trying to register, or offering to see them as private patients? Also your definition of 'cheaper', what does that include? state subsidisation via taxes/compulsion and cost to individual via health insurance/bills? or simply cost to the state? Even if our system is cheaper to run overall, I don't believe that people should be compelled by law to cover for others' medical costs. 90% of the rest of the world's healthcare allow for healthcosts to be part of an individual's adult responsibilities in life
