PCNS ARE A GENIUS WAY OF "SUB-CONTRACTING" RESPONSIBILITY AWAY FROM THE GOVERNMENT. IF GPs CAN'T COPE WITH DEMAND, IT IS THEIR OWN FAULT FOR BEING "OLD FASHIONED" NOT THAT DEMAND OUT-STRIPS SUPPLY. THE DAILY NUTTER WILL THEN HAVE A "CAMPAIGN" TO BULLY GPs OVER BEING ALLEGEDLY OLD-FASHIONED.
