Vacancy rule risk to staff

GP negotiators have admitted some practices may have to cut staff because primary care organisations could refuse to cover the cost of vacancies in their global sum.

Practices that had a vacancy in the baseline year used to calculate their global sum equivalent will have to negotiate with their PCO to include it in payments from April. PCOs can 'add in an adjustment in respect of staff vacancies, or new staff posts, where appropriate'.

This means PCOs could withdraw staff funding granted since July 2003.
