Was my PCT justified in not paying my 2.2% salary uplift?

My PCT did not pay me the 2.2% salary uplift this year claiming they do not know whether GPs with a special interest are included. However my job title states clearly General Practitioner & General Practitioner with special interest. Is that legal? I am on top of my salaried GP pay scale.
