What can I do about a partner who is persistently late?

I have a partner who is persistently late so that her surgeries start 15 to 30 minutes late. This is particularly a problem in the mornings and when she is the duty doctor for the practice. Myself and the senior partner spoke to her last year about her time-keeping.

There was no legitimate reason for her late arrivals at the surgery. For a time things improved. However she has again returned to her previous habits.

She appears to lack insight into the extra pressure she places on the reception staff and her colleagues. We have a partnership agreement which specifies normal working hours and availability. Any suggestions as to the way forward?
