What makes a locum an employee?

We have employed a doctor for one session per week excluding school holidays for the last year. She is paid as a locum at local prevailing rates and sorts out her own tax and NI. She does at least one session each week at another practice. One of my colleagues warned me that we could run into trouble for not treating her as a normal employee, deducting tax at source and so on. She doesnt have a contract of employment. Could you explain what our responsibilities (if any) are?
