Where's our PGEA?

Whatever happened to our 2003/4 postgraduate education allowance? In the last quarter of 2003/4 we were paid the fourth instalment of the 2002/3 PGEA. In April 2004 we received our certificates for course attendance in 2003/4. Our PCT has no mechanism to pay us for the work done (often attending courses at our own, not insubstantial, expense).

We know the 2004/5 funds have disappeared into the black hole of the global sum, but what has happened to the £2,945 we earned in the last year of old GMS?
