Will exception reporting affect other indicators?

We are entitled to exception report patients who have not responded to three invitations to attend a clinic for, for example, diabetic review. We estimate this to be 20-30 per cent of our patients. If we exception report them they will get taken off the denominator of patients needing all 18 diabetes mellitus checks. Therefore how do we report on them?
