Will the out-of-hours goalposts be shifted?

The key to the new contract is the £6,000 carrot for opting out of out-of-hours work. Have we any guarantees that it will remain £6,000 and, if so, for how long, given the Government's history of not only shifting the goalposts but also of changing the actual game?
