49. Dr Steve Kell

Bassetlaw GP Dr Steve Kell has entered Pulse’s chart this year at the forefront of GP commissioning.

As co-chair of the CCG representative body NHS Clinical Commissioners, he and Dr Amanda Doyle have effectively represented those making local decisions on how the NHS budget should be spent.

Dr Kell was one of the cheerleaders for co-commissioning, saying it would enable local, clinically led general practice ‘at a time when it has become distant and transactional’.

Dr Kell has also represented CCGs when taking difficult decisions over their budgets, for instance explaining why not all had been able to allocate the expected £5 per patient for GP practices to support vulnerable patients, and defending CCGs against accusations of unfair rationing.

Dr Kell also chairs his local CCG in Nottinghamshire, and is a practising GP in the area.
