Practical Commissioning's Jargon Buster explains the meaning of the term 'Putting people first'.

This is a key Government policy committed to delivering the highest quality individualised care for people dependent on adult social care.

Its aim is that care will be delivered by an integrated single community-based support system – consisting of health, public health, social care, housing, employment, benefits advice and education/training. The policy introduced personal budgets into social care.
