11 – Professor Martin Roland

As joint architect of the QOF, Professor Martin Roland has had a profound impact on the daily lives of GPs.

He founded the National Primary Care and Research Development Centre and as director has published extensively on the impact of the framework – both positive and negative.

Professor Roland, who is now at the University of Cambridge, was employed by the Department of Health and Ipsos MORI to help draw up the patient survey, but that didn't stop him pushing for it to be adjusted for ethnicity, and attacking its focus on access at the expense of continuity of care.
