This goes to the GPC, for failing to notice during contract negotiations that it needed to argue for an increase in the value of a QOF point to match the rise in average practice list size this year.This seemingly small change in the way practice income from the framework was calculated – revealed by Pulse earlier this year – meant practices in England lost thousands of pounds and effectively cancelled out the derisory practice funding uplift from April. Nice work.

Runner-up The GPC, again, for proclaiming the new GP contract in England would ‘significantly reduce box-ticking and target-chasing’ and then professing surprise when NHS England issued a 40-page specification for the unplanned admissions DES. Oops.
