World Class Commissioners failed because of their obsessively careful, bureaucratic, box-ticking approach.
Released from this weight of stodge, practice-based commissioning groups in some places can expand into this role. But if GPs are not to profit from doing this, why should they risk personal jeopardy? Furthermore, the quality of data coming out of hospitals needs to be light years better than anything I've seen.
