CCGs could take responsibility for patient complaints against GPs

NHS England is reviewing whether CCGs could take on responsibility for handling patient complaints in a further move towards performance managing GPs through co-commissioning.

Julia Simon, NHS England’s head of commissioning development and co-commissioning programme director, told delegates at the Health + Care Show 2015 in London yesterday that performance management was being explored with legal teams.

GPC chair Dr Chaand Nagpaul said it would be ‘inappropriate’ for CCGs to take on performance management responsibilities, after a third of CCGs had expressed wishes to take on these powers when applying for co-commissioning last year.

But Ms Simon said that this was a possibility in the longer term.

She told delegates: ‘There is work on the way that complaints are handled… we are looking with policy teams and legal teams on how that transfer could be affected safely, whilst maintaining all the quality standards for patients.’

NHS England will also be conducting an audit of how CCGs are managing conflicts of interest.

Ms Simon added: ‘We’re doing a sample audit in September of ten CCGs to look at how this is really operating and whether we need to tweak the policy on this or otherwise look at how it’s implemented.’

NHS England will begin sharing evidence from Somerset CCG – which Pulse revealed last year had become the first region to drop the national QOF - on how areas can set up local quality schemes, Ms Simon told delegates.

The GPC opposed the introduction of primary care co-commissioning, with members at the LMCs conference 2014 declaring the inherent conflict of interest represented the ‘ultimate poison chalice’ for general practice.

  • by complaints do you mean do what the CCG says or you are out.

    consider this most of the GMC complaints were by employers or bodies not patients.

    so if you rock the boat how easy is it going to be for the CCG to inform the GMC then 'handle' your complaint. whistle-blowers think twice.

    what will happen is GPs will be between a rock and a hard place. Over refer -> generate a CCG complaint handled by CCG and refered to GMC. Don't refer and get a complaint from patient - you guessed it handled by CCG.

    GPs to be run away now ...

  • We are not over regulated at all. I welcome anohter person who can regulate us and make our lives miserable. I also vote for one of the patients groups (diabetes uk? maybe the Dementia society) to have a chance to be able to have a pop at us under legislation as well. You can't be over regulated, we know most doctors are trying to harm patients and we must find every last one of them....except shipman of course.

  • ha ha to the above yes were all trying to harm patients. most people who write their stupid complaint letters about nothing should be puit in their place and told to go elsewhere if they don't like the surgery. I know a gp who tried to get his receptionist to apologise to a patient who had complained she missed her appointment as she had not received a reminder text in spite of the face she had never given us her phone number. nanny state gone mad that is!! shame on him thankfully normal people refuse to do such stupid things and sh got no apology and promptly missed her next appointment in spite of a reminder text.
    why are we so scared of peoples idiotic complaints. My mechanic wouldn't give a toss if I complained hed probably tell me to p*ss off. Ive had maybe 50 complaints over the years (none in 2 years in Canada) and none involved any clinical mistake. Mostly about having to wait 30 mins ar being asked to come back for another appointment to discuss the third issue they had saved up

  • I wonder what will happen when patients are unable to get access to a doctor as too many have retired, left or emigrated due to over regulation? I wonder who will deal with the complaints when all that experience and training is lost replaced by cheaper quick fixes that will be well and truly out of their depth???
