14. Norman Lamb

The Lib Dem minister’s ideas on integrated care have become received wisdom, although personal health budgets might neutralise any goodwill towards him.

Norman Lamb skated onto politically thin ice as far as GPs were concerned last November when he announced the national rollout of personal health budgets, despite continuing uncertainty about how they might work.

However, he followed that with the more popular announcement of 28 integration pioneers in May which will give GPs more control of how they move care out of hospitals and into the community. And with his plans for a ‘personalised’ GP service for the elderly greeted as the potential start of a GP ‘renaissance’ he may well have retrieved any lost ground.

The jury is out until personal health budgets begin to roll out for everyone who needs them over the next year.
