Why we are campaigning for a clean slate

Our campaign demands GPs take over commissioning on an equal footing. Pledge your support here.



The DH last week revealed it would not bail out indebted PCTs when commissioning responsibility is passed to GPs. But Pulse believes asking GPs to take over deficits will damage engagement of the profession in commissioning and widen health inequalities, as affected areas lag behind.

Our A Clean Slate campaign is demanding GPs take over commissioning on an equal footing, without the burden of PCT debt. We are urging the DH and NHS managers to:

Rigorously hold PCTs to account for their finances as long as they remain legally responsible

Clear all residual debts before GPs take over, either from central NHS surpluses, or by moving money between PCTs

We will write on behalf of GPs to all SHAs, urging the to follow the lead of NHS South West, which has promised to move money around to prevent GPs starting in the red.
