Over 50 more CCGs to commission GP services from April

Another 52 CCGs have been authorised to take on delegated responsibility for commissioning GP services from next April.

They join 65 CCGs who did so in April 2015 and, subject to signing local agreements, this takes the number commissioning the majority of GP services in 2016/17 to approximately half of all CCGs, NHS England said.

It comes as initiatives by CCGs commissioning general practice in 2015 included practices dropping QOF and new local contracts for GP practices.

NHS England’s primary care co-commissioning programme oversight group co-chair and chief clinical officer for NHS Blackpool CCG, GP Dr Amanda Doyle, said: ’It’s good news that over 50% of all CCGs will be operating under delegated arrangements, it shows ambition and enthusiasm to take the lead in changing the way care is delivered.

’If we are to truly transform out of hospital care and build primary care that will be sustainable for the future, CCGs must have the commissioning levers, as well as the resources, to succeed for their patients and local populations.’

However, local leaders have warned the new commissioning arrangements are ‘confusing’ to GP practices, with many unaware their CCG had taken on the responsibility.

  • I wouldn't worry about this. In South London it is evident that NHSE is still completely calling the shots in spite of a co-commissioning arrangement. They are also still failing to do anything other than try to claw back money from practices rather than paying them to provide good care. There is minimal/no support or monitoring of practices which have to be virtually bankrupt before NHSE even recognises there is a problem. CCG's are just puppet organisations which will be ordered about by NHSE whilst being made responsible for making general practice "sustainable" (obviously impossible) and then blaming them when the inevitable happens.
    The main reason for not worrying however, is that many of these areas will go down the single provider route meaning the end of GP contracts as we know them anyway. There will be nothing left to defend. GPs, paying lipservice to their local "transformation" engagement are in for a nasty surprise. The GPC has dropped the biggest ball ever and has stupidly and naively helped to guide GPs down this self destructive path. GPs have held dear their toxic contract which they should ditch ASAP but it is vital that we don’t play into the government’s hands by signing new “voluntary” contracts – however tempting they might be with early bird inducements. If we are to lose our autonomy then we would be better off being employed with all the benefits which that status brings (holiday pay, sick pay, study leave etc, guaranteed income)and without the risk and responsibility of holding a contract.
