24 – Sir John Oldham

Sir John Oldham is the Department of Health's primary care efficiency guru – or national clinical lead on quality and productivity, to give him his full title.

He is evangelical about the possibility of reshaping primary care to dramatically drive down emergency admissions and has already had a huge influence on GPs' working lives, as the man who set out the QIPP targets that formed the basis of the QOF's new quality and productivity indicators.

He recently invited tenders for his admissions avoidance schemes in ten pathfinder sites and, with the full weight of DH backing behind him, is set to be a key player in the primary care landscape.
